“In the other bill, there was an exception for rape and incest if that was reported to law enforcement, because that was civil penalties and we did not want to allow the rapist to actually enforce any civil penalties” against people who may have helped a woman receive an abortion. “In one of my bills, yes, I did have an exception for life of the mother because I believe that is protecting life,” Dahm, 39, of Broken Arrow, said.
